Tamil Nadu MBBS Counselling 2026 — State (Dr. MGR University) vs All India Quota (MCC)

If you're aiming for MBBS or BDS in Tamil Nadu, the single most important thing to understand is that there are two separate counselling systemsTamil Nadu state counselling under The Tamil Nadu Dr. M.G.R. Medical University, and the All India Quota (AIQ) run by the Medical Counselling Committee (MCC). Each fills a specific set of seats. Get this right and your choice-filling strategy falls into place.

🎯 The one-line rule: Tamil Nadu state counselling fills 85% of government college seats + 100% of Tamil Nadu private colleges & private universities. MCC All India Quota fills the other 15% of state government seats + 100% of central institutions & all-India deemed universities.

The two types of MBBS counselling

Type 1 — State

Tamil Nadu State Counselling

Conducted by: the Selection Committee under The Tamil Nadu Dr. M.G.R. Medical University (Directorate of Medical Education).

Who can apply: mainly Tamil Nadu domicile candidates, with community reservation (BC, BCM, MBC, SC, SCA, ST) and the 7.5% government-school quota.

Fills:

  • 85% of seats in all Tamil Nadu government medical colleges
  • 100% of seats in affiliated self-financing (private) medical colleges
  • 100% of seats in Tamil Nadu's private (self-financing) medical universities
Type 2 — All India

All India Quota (MCC)

Conducted by: the Medical Counselling Committee (MCC), Government of India — nationwide online counselling.

Who can apply: candidates from any state, purely on NEET All India Rank (with All-India category reservation).

Fills:

  • 15% of seats in every state government medical college (including Tamil Nadu's)
  • 100% of central government institutions — AIIMS, JIPMER, ESIC
  • 100% of all-India deemed universities

Percentages describe how MBBS/BDS seats in each college type are routed between the two counselling systems. Within TN state counselling, private-college seats are further split into government, management, minority and NRI categories. Always verify the current seat matrix on the official Dr. MGR Medical University / TN selection committee and MCC portals.

Tamil Nadu government colleges — the 85% / 15% split

Every government medical college in Tamil Nadu (Madras Medical College, Stanley, Kilpauk, Madurai, Coimbatore, Thanjavur and all the district colleges) surrenders 15% of its seats to the All India Quota. Those 15% are filled by MCC through nationwide counselling, open to students from any state. The remaining 85% stay with Tamil Nadu and are filled by the state selection committee for TN-domicile candidates with community reservation.

Tamil Nadu private colleges & private universities — 100% state

Here's the point most students miss: in Tamil Nadu, the affiliated self-financing (private) medical colleges and the state's private medical universities fill 100% of their seats through Tamil Nadu state counselling under Dr. MGR Medical University — not through MCC. Their seats are categorised within state counselling into government, management, minority and NRI quotas.

This is different from an all-India deemed university, whose seats are filled 100% by MCC. So a "private" medical seat in Tamil Nadu and a "deemed" seat elsewhere are reached through completely different counselling systems — don't confuse the two when planning.

All India Quota (MCC) — central institutions & deemed

Beyond the 15% state-government seats, MCC also fills 100% of central government institutions — AIIMS, JIPMER and ESIC medical colleges — and 100% of all-India deemed universities. These are purely All India Rank based (with all-India category reservation) and are open to every NEET-qualified candidate in the country, regardless of home state.
